How would the abilities of the classes from Tome of Magic be priced, more specifically the pact magic Binder class. I can guess to most.
Binder
*Soulbinding would be level and progression variable
*Suppress Sign would be a 2nd level constant ability
*Pact Augmentation would be a 2nd level progression variable
*Soul Guardian a 6th level progression variable
That leaves only the BAB, the Saves, the HD, the bonus feats, and the Maximum Vestige Level. The only thing not statted out is the Max Vestige Level, which may very well be tied to the soulbinding level variable ability.
Would this assumption be correct or would they be priced differently.

I have a lot of PDFs for things you don't seem to have (Magic of Incarnum, Tome of Magic, etc.) that could help you answer a few of these questions. Would you like me to send you some copies.

Thanks for the offer, but I typically do not like receiving products that I have not paid for. Occasionally I have received a product to do something officially related to a business - like a review or a deconstruction of the system analysis - but once my "official capacity" expires I delete the copies I have from my posession since I did not pay for them and I am no longer working in an official capacity under the license of the company that allowed me to use it.
I general, I only have the Complete Books and a few of the "other books" (Draconomicon, etc). I do not own the Races of series at all. Having said that, it does not stop anyone who has legitimate copies of said works from answering the questions - so long as they don't violate copyright laws in doing so, of course.

After some major number crunching, i came up with a general layout of the binder's class features, as described below (Please correct any mistakes i may have made in the math):
20d8 HD - 22760
+15 Base Atk - 22585
+12 Fort Save - 13405
+6 Ref Save - 2065
+12 Will Save - 13405
2 + Int Mod Skill Points (assuming Int 10) - 13056
10 Feats (Including the typical 7 in d20) - 20260
+5 Ability Score Increases (Typical of d20) - 11400
Simple Weapons - 25
Light Armor - 25
Soulbinding (Level/Progression 4) - 6735
Supress Sign - 540
Pact Augmentation (Progression 5) - 3060
Soul Guardian (Progression 4) - 6480
Total - 135796
Remaining - 55704 (out of 191500)
Access to vestiges still remains a problem, but what i have is below
1st Level Vestiges (1st Level) - 600
2nd Level Vestiges (3rd Level) - 1200
3rd Level Vestiges (5th Level) - ???
4th Level Vestiges (7th Level) - ???
5th Level Vestiges (10th Level) - ???
6th Level Vestiges (12th Level) - ???
7th Level Vestiges (15th Level) - ???
8th Level Vestiges (17th Level) - ???

hmmm... well, if you were to go with each level costing level x 600 (so level 1 costs 600, 2 costs 1200, 3 costs 1800, 4 costs 2400, etc), you get 21,600 total for access to the levels if i'm not mistaken.
not sure how the binder works... is that cost including a number of 'vestige slots', or is that just that they get access to vestiges of a certain level of power?

That leaves about 30000 left over, i was thinking going for 600, 1200, 2400, 3600, etc. but i'm not sure if that would actually work with the numbers

No, the number of vestiges bound is the progression part of soulbinding, as they are displayed as a part of the soulbinding ability i thought it would be more accurate.
