Kinetic Legerdemain
Discipline: Psychokinesis; Level: Cryptic 1
Display: Visual
Manifesting Time: 1 standard action
Range: Touch
Duration: 1 round/level
Saving Throw: None (object); Power Resistance: Yes (object)
Power Points: 1

You can use telekinesis to make Disable Device checks without a toolkit without suffering the increase to the check DC.
Augment: For every additional 2 power points you spend, you gain a +1 competence bonus on your Disable Device checks made with this power.

This power needs a range augment, allowing one to disarm at a safe distance.

If you acquired this power as a non-cryptic and weren't trained in Disable Device, would this still give a bonus to the skill?

Disable Device is trained only, you can't use it if untrained.

The benefit isn't "make Disable Device checks" it's "don't suffer the penalty for no toolkit when making Disable Device checks".

Perhaps it needs some rewording...

For ONE measly skill point, anyone could be trained in Disable Device. Trained-Only skills lost a lot of their bite in Pathfinder.

It's a lot cheaper to spend one skill point (oh, hello Favored Class) than to spend a power known slot on something that basically replicates mundane equipment. If you're willing to spend a power known on this, but not willing to spend skill points on it, then you're not much different than a Sorc spending a slot on Knock... which lets you attempt a Caster Level check with a +10 bonus against the lock DC. I would definitely let you use the skill untrained via this power.

Scenario 1: You're a manifester using this power instead of spending skill points. Knock is a lot cheaper and more effective (at CL 20, Knock would grant you a result of 31-50 for a 2nd level spell slot; at ML 20, this power would grant you a result of 10-29 plus Dex mod for 19 power points, equivalent to a 9th level power).

Scenario 2: You're a manifester using this power to augment existing skill points. Powerful but expensive.

For the record, the power name makes me think you should be able to perform Sleight of Hand rolls at range, too.

Nobody in our group likes to play the the lock-picker type classes, and the folks that would play sorc/wiz classes are now playing psions (testament to the good work you guys are doing). So nobody can open locks, so this power could be quite useful. Your right, could just spent a PP to access and I'll just go that route.

Our DM uses action points to access any feat for a round. I typically use an action point to access a power when our group really needs it.

Augment Change:

Augment: This power can be augmented in one or both of the following ways.
1. For every additional 2 power points you spend, you gain a +1 competence bonus on your Disable Device checks made with this power.
2. If you spend 6 additional power points, the range changes to Close (25 ft. + 5 ft./2 levels) instead of Touch.
